Home retrofit projects have increased four-fold, and over 165,000 homeowners have received their $5000 grants. Their efforts have had a massive impact - to match these results, we would have to pull about 60,000 cars off the road.
However, this overwhelming success led to the premature end of the grant program, leaving homeowners without the support they were relying on to improve their homes, and destabilizing an industry that is instrumental to solving Canada's housing crisis.
With the sudden shut down, homeowners are wondering whether the promise of a replacement grant is trustworthy in the long term.
While the grant program is paused, the federally funded interest-free Greener Home Loan program through CMHC is still open. Since June 2022, over 53,000 loan applications have been approved out of a total of 62,000. While the maximum loan is $40,000, the average loan is about $24,000.
The challenge lies in losing the grant that so many have been able to include in their retrofit budgets. Cash-strapped homeowners have to pay back 100% of that money. "I want to do my share to reduce our emissions but I can't afford to do it all on my own," says Kelly Slade, a teacher from Windsor Junction, Nova Scotia.
The closure of the initial grant program, part of a 7-year initiative, has sent ripples across the home renovation industry.
Homeowners across Canada have already lost. In some regions, they’ve lost far more than the $5,000 federal grant. As an example, Enbridge's HER+ program in Ontario was bundled with the federal program. That means Ontarians watched a $10,600 rebate get instantly axed.
Ontario will have another incentive program sometime soon - utilities are required to follow demand side management plans and goals. The next version of the Greener Homes Grant may be available later in 2024.
In the meantime, everybody’s on hold.
Whenever a new version of the Greener Homes Grant sees the light of day in 2024, the uncertainty created by last week's cuts can't help but undermine the progress this industry desperately needs.
Since 2021, the Greener Homes Program has supported about 75,000 jobs for home retrofits and efficiency upgrades. The number of registered energy advisors has nearly doubled, showcasing the program's success in creating jobs and driving economic growth.
Energy Advisors, Service Organizations, insulation and air sealing companies, renovators, HVAC installers, financiers, and the entire supply chain now face multiple challenges and potential losses.
This disruption is getting in the way of the success of the program.
Homeowners who want to do retrofit projects keep bumping into obstacles and roadblocks:
● There's no easy way to gather the knowledge they need to steer their own upgrade projects.
● Understanding reports and recommendations from Energy Advisors requires technical knowledge, leaving homeowners dependent on contractors to interpret their options.
● Contractors have varying levels of training and skill -- how can homeowners know who to trust?
● Inconsistent or vanishing programs create confusion, doubt, and fear about spending big dollars to make important upgrades.
How many Canadians have planned a significant retrofit but were waiting for their appointment with an Energy Advisor to provide the assessment that made them eligible for the grant?

]]>In 2012, Shawna Henderson posed the question, “How can I get the knowledge for building science, residential construction and renovation out of my head and into the heads of as many people as possible in Canada?”.
Shawna had been working in the residential energy efficiency field since 1991, and knew that understanding why air sealing and insulation works is just as important as the installation itself. As an answer to her question, Shawna launched the online construction training company, Blue House Energy. Digital Nova Scotia recently had the pleasure of corresponding with Shawna to find out more about Blue House Energy, how they operate, and what has helped transform her vision into an industry leading business.

We continuously talk about digital adoption and Blue House Energy has done exactly that. They’ve leveraged technology to not only meet their goals as a company, but make learning as accessible as possible for their clients.
A crucial first step for Blue House Energy was to create training tailored to their clientele. With the residential construction and renovation industry comprising mostly businesses with fewer than four employees, any time spent away from the toolbox is costly. As a remedy, Blue House Energy courses are mostly asynchronous, allowing learners to work at their own pace, and on their own schedule. For Immediate Release—Kicking off the new year, Built Green Canada launches its Net Zero Energy+ program for single family new homes, a new level of achievement within the organization’s long-held, industry friendly green building program.
While builders continue to progress their industry with increasing sustainable building practices, consumers’ interest in greater energy performance within a healthier home environment gains traction; all the while, all orders of government have prioritized their climate mitigation files.
By 2030, the Government of Canada aim is that all provinces and territories adopt a net zero energy ready building code. For our context, “net zero” refers to a home producing as much energy as it uses in a year. Today, there are Canadian builders reaching this target, while many more have a ways to go. For builders and their trades to span that gap—while continuing to conduct business in their fast-paced industry—it means research and investing in new practices. Fortunately, there are programs created to foster this process, such as Built Green’s new program.
Built Green Canada remains committed to guiding incremental improvement through its four certification levels—each with increased energy performance requirements, alongside improvement outlined in other key areas of sustainable building. And, with the launch of Built Green’s Net Zero Energy+ program, there is the option for another level of achievement—which building code will require by 2030. While this course is focused on Net Zero achievement, it takes a holistic approach (as with all of Built Green’s programs) that goes beyond energy—represented in the program’s title, with the plus sign.
“This is about encouraging progress. All of our certification levels support incremental improvements, and we’re here to support—and learn from—industry,” says Chief Executive Officer Jenifer Christenson. “We recognize builders, consumers and government are at different stages of the sustainability trajectory, and all those making steps forward are to be applauded.”
Consistent with its other programs, BUILT GREEN Net Zero Energy+ for Single Family New Homes maintains energy efficiency as its fundamental component, integrating the EnerGuide label through Natural Resources Canada (NRCan). It then goes beyond energy efficiency, moving the industry toward a more holistic approach to sustainable building practices: including the preservation of natural resources, reduction of pollution, ventilation and air quality, and home durability. As such, builders and their customers get a two-in-one: the BUILT GREEN® label and the EnerGuide label, offering verification of the energy performance and the green features integrated into the home.
Built Green’s certification is on the build, and while its interest is also on the builder and those who have contributed [to the build], it does not certify the builder, nor the Energy Advisor, as the program is about each product: each home built. The third-party energy certification is through NRCan-licensed third-party Service Organizations.
Builders pursuing this certification are required to pass the training course, BUILT GREEN Net Zero Energy for New Construction, and may work with any Energy Advisor licensed through NRCan who has also passed the training. One of the organization’s mandates is around offering industry options, instead of a prescriptive approach, and this extends to process, as well as the programs themselves.
BUILT GREENÒ Net Zero Energy for New Construction introduces concepts and techniques for developing high performance and net zero new construction projects. In addition to advanced envelope and mechanical system content, the course includes discussion on how occupant behaviour impacts the overall energy use in a house and affects the sizing of renewable energy systems. The training has seven modules, takes an estimated 20 hours to complete and is a partnership between Built Green Canada and Blue House Energy.
The training is offered for free, to the first three participants to take the course. It is eligible for 20 CPD points through BC Housing.
Working in partnership with Built Green Canada, Blue House Energy took content they’d developed for training Energy Advisors, and—with input from leading industry experts—tailored and expanded it for builders.
“This course was created in anticipation of what builders will need to know and do, before Net Zero building code changes come into effect,” says Shawna Henderson, CEO of Blue House Energy. “Our self-directed (on-demand), interactive training model has proven to be a great fit for busy industry pros, so we’re excited to offer this course on another critical topic.”

The podcast is named in honour of the Talking Heads song, ‘This Must Be The Place (Naïve Melody)’. Henderson says, “I am a self-confessed building science wonk, I love what I do, and I love that my career has been about helping people make their houses comfortable and healthy on many levels. The title takes us beyond just a house, and allows conversations in the context of place, which gets us to bigger conversations about energy poverty, community engagement, industry disruption, societal responsibility, climate change. I like the symmetry, because the song is about home, heart, love, belonging and comfort.”

Canada’s Greener Homes Initiative requires all homes in the program to have an EnerGuide home evaluation carried out by a registered Energy Advisor. Energy Advisors have to pass a Foundation Exam and an Energy Advisor Exam to become eligible to be registered with Natural Resources Canada.
